Roberts Rules of Order Newly Revised (RONR) is the standard instruction book for business
meetings. Pastors, moderators and church members benefit from being aware of
this important book.
RONR guidelines should be used in any business meeting and particularly in a
business meeting where sensitive or controversial action is being discussed.
They ensure that information is presented fairly and in order.

1. Remember, the moderator must remain completely impartial. He cannot speak
for or against any motion. His sole duty is to ensure that all information is
presented fairly and order is maintained.
2. A motion must be made and seconded before debate begins. Those making the
motion may speak to the motion. Then the chair asks for a rebuttal.
3. All members wishing to speak about the motion
receive the opportunity to speak before any one member speaks for a second time.
4, The church constitution and by-laws is your legal
document. Be sure it is up to date and provides instructions for church
business, staff and other processes.

The Church Constitution and by-laws is your legal document. If you have not
revised it in more than five years it is time to review and update the content.
Here is
a constitution planning guide. and
sample constitutions and by-laws
Several items you want to include:
A statement on who is a member. Many churches use the phrase, "Members affirm
the current Baptist Faith and Message."
Include a statement that business is conducted by members in good standing.
Then define what is a member in good standing. That statement usually includes
an expectation of regular attendance and giving/tithing.
Include a statement that the church facilities will always be a Southern
Baptist Facility or proceeds of a sale will be given to a Southern Baptist
Entity or church.
